The Plenary of the European Parliament met in Brussels adopted on the Wednesday, 16 September 2020, its final position in relation to future revision of Regulation (EU) 2015/757 in order to take appropriate account of the global data collection system for ship fuel oil consumption data.
In addition to relevant other political alignments on shipping, European Parliament made it clear its calling to European Commission to make a proposal to lay down binding targets for Member States to ensure that there is an adequate supply of shore-side electricity in maritime and inland ports.
Those targets would be included into revision of Directive 2014/94/EU on the deployment of alternative fuels infrastructure.
Also the Plenary confirmed a new recital (13b) proposed for insertion into the revised Regulation (EU) 2015/757 which mandated European Commission to develop measures to regulate the access of the most polluting ships to Union ports and to oblige docked fossil-fuel ships to use shore-side electricity or alternative zero-emission options. The Commission should also assess the possibility of requiring ports to adopt demurrage tariffs based on emissions.
